Free Business Registration Under The 'Skim Pendaftaran Perniagaan Prihatin (SPPP)

1.     Effective from 22nd December 2020, B40 groups of Youth and Single Mother and Student  from any public or private Higher Learning Institutions will be exempted from all business registration charges (under the Registration of Business Act 1956) should they wish to register their business with the Companies Commission of Malaysia (SSM). This scheme is implemented until the allocation of this grant is used up.

2.     Through these grants, each student is eligible to apply for a one-time business registration - either under a sole proprietorship (using their personal name as stated in the identity card or a trade name) or a partnership using a trade name for a period of one year only. It should be noted that the business renewal and registration of a business branch to an existing company is not included in this initiative. 

3.     Without these grants, these groups would actually be required to pay the following business registration fees:

  1. Sole proprietorship (using personal name as stated in the identity card) – RM30 per year;
  2. Sole proprietorship or partnership (the business partner must among the mentioned category only) using a trade name – RM60 per year; and
  3. Business information print-out – RM10.

4.     The conditions for free registration under the 'SKIM PENDAFTARAN PERNIAGAAN PRIHATIN' are as follows:

(a)  Youth B40:

(i)     The applicant is a Malaysian citizen aged 18 years and above as per Business Registration requirement;

(ii)    The applicant must within the maximum age of 30 years old according to the definition of Dasar Belia Malaysia;

(iii)   The applicant must have information in the database of recipients for Bantuan Prihatin Nasional (BPN) for Group B40. (Please check your status at https://bpn.hasil.gov.my/); and

(iv)   The applicant does not own any active business entity registered with SSM.

(b)  Single Mother B40:

(i)     The applicant is a Malaysian citizen aged 18 years and above as per Business Registration requirement;

(ii)    The applicant must fulfil the requirement as per definition of a single mother by Kementerian Pembangunan Wanita, Keluarga & Masyarakat (KPWKM);

Single Mother Definitions are:

1.     She is the head of the family is a divorcee or separated permanently from her husband and has unmarried children staying with her;

2.     She is the head of the family and is married but her husband is not able to work because of his poor health condition and there are unmarried children in the family; and

3.     She is the head of the family and has never been married. She has adopted children or children of unconfirmed status 

(iii)   The applicant must have information in the database of recipients for Bantuan Prihatin Nasional (BPN) for Group B40. (Please check your status at https://bpn.hasil.gov.my/); and

(iv)   The applicant does not own any active business entity registered with SSM.

(v)    For single mother aged 30 years and below, an application can be submitted under Youth B40 category according to the term and condition as per item 4(a); dan 

(vi)   For single mother aged 30 years and above, an application can be submitted according to the term and condition as per item 4(b).

(c)   Fulltime Higher Learning Institutions Students:

(i)     The applicant is a Malaysian citizen aged 18 years and above as per Business Registration requirement;

(ii)    The applicant is currently studying full-time at any IPTA / IPTS / Polytechnic / College / Vocational Institute/ Vocational Centre in Malaysia; and

(iii)   The applicant does not own any active business entity registered with SSM.

5.      The applicant can choose to register the business as per Sole Proprietorship or Partnership (the business partner must among the mentioned category only) as per item 3. 

6.    Applicant can submit their application trough online at ezbiz.ssm.com.my. Before that, they need to sign up as a user, and activate the ID at the nearest SSM office for the security purposes. Please attach the supporting documents as follows:

(a) Mandatory document:

(i)  A copy of MyKad

(b)  Supporting document – Application for Single Mother (aged 30 years and above): 

(i)      A copy of Divorce Certificate / Spouse's Death Certificate / Letter of Oath as confirmation (if still in the process of divorce) / Doctor's Declaration Letter regarding spouse (if applicable); and

(ii)     A copy of Unmarried Childbirth Certificate/ Adoption Certificate from JPN.

(c) Supporting Documen – Applicaton for fulltime Higher Learning Institutional student:

(i)     A copy of current student card still within the validity period;

(ii)    A copy of student confirmation letter form from IPTA / IPTS / Polytechnic / College / Vocational Institute / Vocational Centre.
