The Registrar may refuse to register any business or to register any particular in respect of any business, if in his opinion the business is unlawful by reason of any provision of any written law relating to companies or societies or any other written law or may in such circumstances register such business, or may register such particular, provisionally and subject to it being established to his satisfaction that such business is lawful.
